The Chinese Ministry of Foreign Affairs on Thursday published a five-point document outlining China’s position on resolving the Palestinian-Israeli conflict.

In a document published on the official website of the PRC Foreign Ministry, Beijing calls for an immediate cessation of hostilities, protection of civilians, and calls a return to the “Two States for Two Peoples” plan and the creation of an independent Palestinian state based on the borders established in 1967 as a way out of the situation. capital in East Jerusalem.

The Chinese side, in the first point of the plan, emphasizes the need for a comprehensive stop to hostilities and an end to the war, noting that the parties to the conflict must immediately establish a strong and sustainable humanitarian truce.

In the second paragraph, Beijing calls for effective protection of civilians, declaring the need to stop violations of international humanitarian law and any violent attacks on civilians and civilian objects. It is noted that the UN Security Council must send a clear signal, oppose the forced relocation of Palestinian civilians, and call for the speedy release of all detained civilians and hostages.


The third point is devoted to the problem of providing humanitarian assistance. The Chinese side stresses that relevant parties should avoid depriving the civilian population in the Gaza Strip of goods and services necessary for survival, organize humanitarian aid channels in Gaza, and ensure rapid, safe, barrier-free and sustainable humanitarian access to prevent the onset of an even more serious humanitarian disaster. It is noted that the UN Security Council should also encourage the international community to prepare to support the post-war reconstruction of Gaza.

In the fourth point, China calls for expanded diplomatic mediation. In particular, it is emphasized that the UN Security Council should attach great importance to the role of countries in the region and regional organizations, support the mediation efforts of the UN Secretary-General and the Secretariat, encourage countries that have influence over the relevant parties, maintain an objective and impartial position, and jointly play a constructive role in promoting de-escalation of the crisis.

The final paragraph is devoted to finding a political solution to the conflict. According to China’s position, the basis for resolving the Palestinian issue is the implementation of the “Two States for Two Peoples” plan, the restoration of the legitimate rights of the Palestinian people and the establishment of an independent Palestinian state with full sovereignty based on the borders since 1967 with its capital in East Jerusalem.


The Chinese side also calls for the convening of a more authoritative, larger and more effective international peace conference, which will formulate a roadmap and plan for reviving the “two-state solution.”
