In Poland, it was proposed to legalize begging

Poland want to legalize begging, it follows from the bill submitted to the Sejm of the republic. 

Currently, begging is illegal in Poland. According to current legislation, anyone who “begs in a public place with means of livelihood or being able to work” faces punishment in the form of restriction of freedom, a fine or a reprimand.


As follows from the information of the lower house of the Polish parliament, a bill has been submitted to the Sejm that excludes begging from the list of punishable acts.


This bill was initiated by the parliamentary group for the eradication of homelessness. It includes representatives of both the ruling coalition and the opposition.

At the same time, the document provides for the abolition of penalties only for persons “with means of subsistence or capable of work.” As before, “annoying” or “fraudulent” begging, as well as begging using children, will remain illegal.
