The Military Thought magazine for military leaders, published by the Defense Ministry, said the US is developing means to neutralize Russian nuclear weapons, which, as planned, will be able to hit a significant part of the arsenal before its country’s leadership decides on a retaliatory strike.

The publication says that in order to maintain world leadership, the United States is trying to implement a set of measures to contain Russia with both nuclear and strategic non-nuclear weapons. At the same time, the theory of deterrence in the United States and NATO countries has been replaced by the theory of preemptive forceful actions.

“In the medium term, the United States seeks to possess strategic non-nuclear weapons with a short flight time to the target and not formally subject to any bilateral or international restrictions, the use of which is possible to carry out strategic offensive missions that ensure the destruction of a significant number of Russian nuclear forces before a decision is made by the supreme commander in chief Armed forces of the Russian Federation to deliver a retaliatory strike,” the article says.
